Answer To Question 8:
Legal obligations are set out in statute and the protocols and policies disclosed are evidence of systems that are in place to make every effort to comply with such protective legislation. It is also not clear which NHS contract is being referenced . Under the NHS constitution each individual employee with the NHS has a duty not to discriminate .This information/ constitution (applicable to all users including staff and patients) is readily available in the public domain.

There is no one individual instead a range of responsibilities sit in a variety of areas/forums. Quality directorate have some responsibility related to patients but OD+P would have responsibilities related to staff.
